VAIG may evaluate uncertainty and evidence but does not authorize. REHT is the commit-time authorization boundary. RACS expresses the deterministic decision contract. The external PEP is the execution mechanism. In EROC Replay the PEP gate is hard-fenced: no call is made and no effect can occur. External admission, ontology or authority adapters may enrich evidence but are not required dependencies of this trace.
